1. Despite the tremendous advances made in space technology over the past 50 years, the expense and danger in gaining access to space remain a major concern. If commercial systems are to provide credible progress for human spaceflight, they must be regulated so as to ensure safety without stifling activity. The UK's approach (favouring licensing rather than certification) is proposed as a model for other European countries. Looking further ahead, ground-based launch systems could lower costs by several orders of magnitude, opening the way to activities such as solar power from space and nuclear waste disposal.
