摘要

The recent past saw a changing character of space operations. Early space missions were mainly state-operated and driven by scientific and military interests, whereas commercial activities have significantly increased only over recent years. The field of activities has also widened, as is demonstrated by developing endeavors to send tourists into outer space. At the same time, the leftovers of past activities threaten current and future space missions. Growing concerns over space pollution and the diversification of activities and stakeholders necessitate internationally harmonized regulations and standards in order to implement a uniform level of space safety. However, rulemaking often does not keep pace with the rapid development of space activities and their implications.
