摘要

Researching the space policy of another country is not easy. I have my own experience of doing so for European space policy as a Japanese national [1 ], and I know how hard it is. Space technology can be used for both civilian and military programmes, and most of the technology is subject to technology transfer control. Thus, it is difficult for foreigners to gain access to the policy-making community and understand the process of decision making. Furthermore, as is often in the case with Japanese official documents, the public dissemination of information is quite superficial, if not poor. As a result, the study of Japanese space policy requires a lot of work to connect bits and pieces of information. The authors of this book, a researcher on Japanese security policy and a British journalist residing in Japan, have done much hard work to connect the dots and contextualize individual facts and programmes.
