The 1970s and 1980s were a time of great excitement for those involved in the science, technology and applications of satellite remote sensing. Major national and international conferences, such as those of the Environmental Research Institute of Michigan, brought technical experts together to discuss the new and rapidly changing field of satellite remote sensing. Who would have thought at the time that discussions in a small group in the UN Committee on the Peaceful Uses of Outer Space (COPUOS) might have brought all this activity to a dramatic and rapid halt for reasons that were couched in legal and policy terms?
