Despite appearances, America's human space programme has an agreed goal, declared Jeff Greason in his keynote address to the International Space Development Conference on 21 May, writes Stephen Ashworth. "It is actually the national policy of the United States that we should settle space," he said. "But everybody's kind of afraid to say it because they're not sure we can do it." The result has been a total lack of strategy to achieve this goal. Greason (pronounced 'Grayson') is President of XCOR Aerospace, and was a member of the Augustine Committee which reviewed the Constellation programme in 2009. His talk, entitled 'A Settlement Strategy for NASA', is, according to the National Space Society, "widely regarded as a major statement in the field of space policy", and is delivered with wit and clarity.
