The FCC should allow rate-of-return carriers to allocate federal audit expenses fully to interstate jurisdiction, said small carriers in backing a National Telecommunications Cooperative Association petition. Doing so would solidify chances of recovering audit expenses and save time and money, they said. Verizon condemned the petition as baseless, urging the FCC to end jurisdictional separations altogether. States don't ban recovery of federal USF costs, the company said in a statement whose validity NTCA acknowledged.
