Level 3 and Hypercube are trading shots at the FCC and California's regulatory commission over $16 million in disputed tariffed access charges for wireless calls to 800-line subscribers of Level 3. Competitive carrier Hypercube asked California's Public Utilities Commission on May 8 to order Level 3 to pay that amount in overdue charges and penalties. Four days later, Level 3 filed at the FCC seeking a declaratory judgment that Hypercube illegally inserted itself into Level 3's 800-line business and overcharged it over the years by the same amount.
