The People's Republic of China (PRC) recently announced a policy shift from 'make in China' to 'innovate in China' as policy guidance for its next stage of development. Innovation will happen only when the state encourages investments, provides autonomy and creates adequate educational and training infrastructure to search and foster the talent in this area. In this respect, Varaprasad S. Dolla's book, Science and Technology in Contemporary China, is an important policy primer to understand the evolution of Science and Technology (S&T) policy in China. While looking at the theoretical underpinnings of the subject of S&T policy, the author argues that S&T policies get formulated within a very narrow framework. Consequently, it needs to factor in a number of social variables to broaden its horizon. The author also calls for a science audit for evaluating the S&T policy and progress. In that sense he calls for a democratisation of the S&T policy (p. 40).
