After the Soviet collapse, there was much discussion of whether Russia would eventually become a 'normal' country, shedding its Soviet legacy and embarking on the transition to a democratic, market-based system. Twenty-two years later, it seems appropriate to invoke the famous words of Boris Yeltsin's prime minister, Viktor Chernomyrdin: 'we wanted something better, but it turned out like always.'
