Miller argues that countries which suffered under Western colonialism have gone on to develop a 'post-imperial ideology' (or PII), which drives their international behaviour. PII encompasses a sense of victimisation, a desire to achieve recognition of victimhood by others and a determination to ensure that such victimisation does not happen again. According to the author, this goal also drives two subordinate goals: maximising territorial sovereignty and maximising status. Thus, PII can explain states' behaviour on important foreign-policy issues in cases where affected countries feel that national sovereignty - or national pride - is threatened (p. 135).
