摘要

This is a serious and interesting book, but also a very frustrating one, both in terms of its content and its gaps. The author is a particularly experienced student of and practitioner in South Asia, especially Afghanistan, where he served in the US Army before holding important positions in government related to that region. Yet this book could not be further from a memoir. The author does not make a single allusion to his own experience, nor does he offer any thoughts about the ambiguities and possible misunderstandings between external state-builders and the populations of the states they are trying to build.
