European leaders 'shared the belief that a reform of the existing institutions was necessary' and so they pushed through substantive changes, despite opposition (p. 188). This can be demonstrated through the measurement of national positions about both the institutions and the policies of the EU. Analysis of such measurements also reveals that 'preferences over institutions are derived from preferences over policies' (p. 189). And, although it is true that 'domestic politics matters', it is worth noting that 'leaders ignored negative referendums when going forward with their intended reforms' (p. 189).
