Emile Hokayem, IISS Senior Fellow for Regional Security, gave a lecture on the subject of 'Syria: no end in sight?' at IISS-Middle East on 18 April. Hokayem provided an overview of the situation in the country, stating that the balance of power still favored the government in Syria, although its legitimacy, authority and resources are steadily eroding. He envisaged President Assad as remaining in power over the short-term, but argued that his regime would not be able to fully recover from the impact of the uprising that began in March 2011. Hokayem described the opposition as frag- mented, stating that the Syrian National Council continues to disagree on fundamental points including the notion of arming the country's rebels groups fighting under the umbrella of the Free Syria Army.
