Under the banner of peaceful development, China claims its rise will be different from that of expansionist powers in the past. Instead of tragic rivalry for hegemony, Beijing says its aim is to promote a peaceful international environment through its growth. The problem with China's development model, however, is that the country is trying to build a stable world order around an economic strategy destined to lead to collision. The Chinese state has linked the national interest to a new kind of proto-capitalism that appears to be nurturing cartels, dysfunctional industries and speculation. This threatens to distract China from the path of liberalisation and push it in the direction of economic nationalism.
