Part personal memoir, part historical analysis, this book is above all a clear exposition of the George H.W. Bush-Brent Scowcroft 'realist' view of the world. Richard Haass introduced a simple but compelling distinction between necessary wars (waged in self-defence and to secure vital interests) and wars of choice (embarked on despite alternatives to force, and to carry out a political design) into the current debate in a November 2003 Washington Post article called 'Wars of Choice'. The book makes about as good a case as can be made that, although the United States could have done more to deter Saddam Hussein, once he had occupied Kuwait war was unavoidable and produced tangible benefits. The second Iraq War, a preventive-demonstrative war hyped as pre-emption, was an act of hubris for which the United States and Iraq have paid a frightful price.
