摘要

There has been a rejuvenation of the nuclear debate in the past four years. Since 2006 the North Korean and Iranian crises have undoubtedly worsened. The former has crossed the nuclear threshold and the latter is getting increasingly close. Partly because of the growing proliferation threat, and partly because of post-9/11 fears of nuclear terrorism, a flurry of US highlevel initiatives have put the idea of abolishing nuclear weapons firmly on the mainstream political agenda.
