The recent completion of the US Quadrennial Defense Review and the launch of a similar effort in the United Kingdom aimed at prioritising defence requirements highlight the importance of sound methodologies for determining defence policy, modernisation strategies, force structure and budgeting. In The Science of War, Michael O'Hanlon observes that 'recognizing scientific methods in defense analysis to be imprecise, we must nonetheless strive to understand, improve, and employ them'.
