The influence of the European Union in global affairs is not immediately obvious. The EU has aspirations of force projection, but only at brigade strength, for relatively short deployments, and primarily for peacekeeping. Moreover, what is true of the whole is also true of the parts. The countries of Europe spend a lot onrndefence and yet have little to show for it beyond their own frontiers. Even inside their borders, it is debatable whether European governments plan to assume full responsibility for defence. As Zaki Laidi argues, Europeans are possibly unique in their assumption that someone will come to their assistance - whether it be the United States in NATO or the EU itself in the Baltic states. Other countries such as China, India, Russia or Brazil would never rely on another country to secure their interests; the Europeans take this for granted.
