When the last Soviet tanks rumbled out of Afghanistan in February 1989, few in the United States expressed much concern about the country's future stability. American politicians were too busy celebrating the victory of muja-hadeen fighters who had received $3 billion in weapons and support from the CIA-backed Pakistani intelligence agency to rout the Soviets.
