If wars 'begin in the minds of men', as the UNESCO charter avers, they are not over until they have ended there. Humankind is now exposed to modes of political influence that are more pervasive, immediate, sophisticated and varied than was easily imagined when the charter was drafted half a century ago. Two of the defining conflicts of the post-Cold War era - the wars of Yugoslav succession and the genocide in Rwanda -saw the systematic misuse of mass media in order to incite or abet human-rights abuses of the most heinous kind. Not since the 1930S had the worst potential of media to support belligerent and racist strategies been fulfilled so completely.
