Arthur Lee Spingarn, age 49, a senior Environmental Protection Agency scientist whose work led to significant environmental protection of wetlands throughout the mid-Atlantic region, died peacefully December 3 after a nine-year battle with lung cancer. Dr. Spingarn was widely respected for his knowledge, hard work and integrity in wetland science and policy. Working with EPA's Office of Research and Development, Art developed new and innovative ways to measure the health and quality of wetlands. So, for the first time, scientists have tools to measure more than just the size of a wetland, but also its quality, similar to the way water quality is monitored. Art successfully used these new methods in two Cheseapeake Bay watershed studies in the Nanticoke, of Delaware and Maryland, and the Juniata in Pennsylvania. The knowledge gained from these studies is now being applied nationwide.
