Rethinking technology policy and innovation

Science systems are under increasing pressure to reform and change. This change can be Briefly characterized as a shift from relying and supporting public science to a stronger emphasis on "market-based" incentives for science and technology and an increased role of innovation for socioeconomic development. This special issue analyzes this shift in a prospective form, discussing both the analytics and the empirics of the ongoing change in a historical perspective but also putting in perspective new challenges and opportunities that have been brought in the context of the emerging global learning society. In this context, the work included in this special issue considers a set of new contributions addressing complementary aspects of relevance towards improved understanding of science and technology policy towards innovation. It builds on material presented at the 6th International Conference on Technology Policy and Innovation (ICTPI), which was held in Kansai, Japan, in August of 2002, and includes a set of extended contributions to the Kansai conference. The aim of this introductory paper is to briefly set the stage for these contributions.
