Challenges of Networking in Technology Assessment

摘要

Why form networks? The hypothesis is that there is more to the network than the sum of its interacting components or, to put it in other words, a network must produce some synergetic effects or additional benefits for its members or it must increase the efficiency of the activity on which the network is focused [see 1]. A network that does not succeed in producing these synergetic benefits will die sooner or later. Therefore two questions arise: (1) why should we form technology assessment (TA) networks or strengthen existing TA networks, and (2) what are the synergetic benefits for TA and its promoters? There are, in my opinion, very good reasons for networking in TA, if one considers the current situation of TA in Europe and worldwide. Recently some activities were undertaken to analyze the European TA landscape: Ruud Smits and collaborators from TNO carried out a study on the European TA land-scape, on behalf of the European Commission [2], in Germany the VDI-Technologiezen-trum performed a similar study because there are plans to form a European Academy for TA in Bonn in part compensation for the government's relocation to Berlin [3]. Furthermore my department is monitoring the European landscape within the framework of the production of our TA database and TA newsletter [4].
