In order to accommodate the increased Internet traffic of the pastnseveral years, the infrastructure of the Internet has grown, and hasnsubsequently become more and more complex. The technological subtletiesnof expanding the Internet are not the only nor even the greatestnproblems associated with the growing cyberspace population. Morentroubling (to the Internet pioneers and purists) are the differentnvisions these new Internet users have for the building of the globalninformation infrastructure of the future. Businessmen, politicians, andnentrepreneurs see in the Internet the potential for a rapidfire globalnmarketplace; but in this digital world, content would have to be tightlyncontrolled. This is a world far different from the highly unregulatedninfant Internet, in which the free flow of information was ofnfundamental importance. There is now a palpable tension between thenusers and the providers of information on the Internet. The providersnrequire measures to protect their property, and users desire (at thenvery minimum), fair use of the content they download from the Internet.nAside from a few militant Internet aficionados, most people agree thatnregulatory devices should be implemented to protect intellectualnproperty on the Internet to at least a limited extent. How then, cannintellectual property owners assert some control over their property innthe digital world without impinging upon users' basic rights?
