Duct and street-cabinet access represents just one approach for alternative operators and ISPs to provide VDSL or indeed any broadband services once incumbents start closing their local exchanges. At least two other approaches are being discussed by NRAs and carriers. First, persisting with IP bitstream access, already used in the broadband market, would enable rivals to gain access to an incumbent's network, even when a local exchange is closed. Under this model, competitors interconnect with an incumbent's network at the IP layer rather than the local exchange, as is the case with unbundling. The disadvantage from the competitor's point of view is that differentiating a service is harder at the IP layer than in the exchange. In a second approach, suggested by Telecom Italia, the incumbent would close part of an exchange but leave some space for competitors to locate their equipment. This is viewed as a reasonable compromise, providing all parties can agree the terms under which the exchange is maintained.
