Circuit-based competitive local exchange carriers (CLECs) today are at an economic disadvantage compared to incumbent local exchange carriers (ILECs), who benefit from economies of scale provided by their embedded circuit-switched telephony infrastructure. Because the circuit-switched voice switches (i.e., Nortel DMS, Lucent 5ESS) that ILECs use are not designed to serve a CLEC's smaller customer base, CLECs cannot expect to achieve an edge with this technology. However, next-generation greenfield "data-based" integrated access devices (IADs) will foster competition in the industry by reducing CLECs' minimum monthly revenue requirements (MMRR).
