Sooner or later, most British television conferences get down to debating the future of public service broadcasting. Cambridge 2001 was no exception. It was therefore highly appropriate that this wide-ranging discussion should provide the finale to the weekend's proceedings as Carlton's director of programmes, Steve Hewlett, put a nine-strong panel through their paces. Most attention, inevitably, was given to the BBC. The session kicked off by asking the panel for its reaction to Tessa Jowell's decision to green light three new digital television channels (BBC4 and two new children's services) but to put BBC3 (aimed at under-35s) on hold. Another concern was whether Ofcom, the new, super regulator that will help determine the future of our broadcasting and telecoms industry, should regulate the BBC.
