The first national budget the new elected government unveiled this month completely ignored the advertising campaign the textile industry launched in the national media last month to persuade the government to continue with the financial support it has been giving to the industry in the form of a Research and Development fund. The scheme is due to run out at the end of this month. Introduced two years ago the R&D scheme was specifically directed at helping textile exports to such markets as the US, the EU, Canada, Switzerland, Singapore and some others in South America so that Pakistan's textile industry could hold its ground, if not strengthen its foothold, in these markets in the face of stiff competition from China, India, Bangladesh, etc. The level of support varied between 6% and 3% depending on product and market. The budget that the finance minister Naveed Qamar presented to Parliament on June 11 contained no allocation for continuing the R&D support even in a revised form. The reason for the government's tough stance is said to be the bleak performance of the textile sector. Textile exports have continued to decline despite the two-year long support program. In the first 10 months (July-April) of the current fiscal year, textiles and garments export amounted to only US$8.7 billion which was 2% behind its year-ago level and nearly 30% behind the year's target of $ 12.2 billion. With such weak performance, total textile and garment exports in the full year might fall behind the $10.8 billion of the previous year.
