Now that the Doha Round has failed, the possibility of WTO remaining an organisation for global trade is slim. Maybe, it could become an international trade court while trade negotiations take place elsewhere. No reader of Textile Asia could be surprised by the news that the WTO's Doha Round negotiations in Geneva last month failed. As early as in the summer of 2006,I had said in Textile Asia that the Doha Round was "dead as a Monty Python parrot." The talks failed on the agricultural issue - whether Indian, Chinese and other developing country farmers should be protected against imports from more effective farmers by making permanent the temporary safeguards for agriculture introduced in GATT (General Agreement on Tariffs and Trade) in 1994, the latest multilateral agreement in the WTO. The US said: No - in line with WTO-principles - and the talks broke down.
