Some textiles and garments exporters in China's industrial belt of Shenzhen situated across the Hong Kong border are found to have been padding trade documents with wildly inflated export data for winning larger export quota allocation from the government. Fiddling the figures went on until government departments compiling annual figures from customs data chanced upon unit costs that appeared beyond belief. It led to.a joint investigation by the Ministry of Commerce, the National Taxation Bureau, the National Foreign Exchange Control Board, China Textile Import and Export Association and China Customs and exposing of the scam.
