In this column last August there appeared a warning of an EU anti-tank obstacle, the tanks being those used in Asia to contain industrial chemicals. REACH (Registration, Evaluation and Authorisation of Chemicals) is a very clever European attempt to hold down levels of trade with countries in Asia, the region where facilities do not exist to examine chemicals (mostly from the EU) for their effects, and in any case would probably not be awarded EU certification even if they did exist. It can quite seriously be called a ring of steel, a multi-level weapons system intended purely to cause trouble for Asian industry as a whole.
