European Trade Commissioner Peter Mandelson declared on February 23 that the European Commission's investigation into complaints of dumping of leather shoes from China and Vietnam has found compelling evidence of dumping and injury. The Commissioner recommended a progressive duty imposed over five months, the proposal that was subsequently adopted, see p.74. This would ensure, he stated, that retailers with goods in transit were not suddenly faced with an unexpected full tariff at the border. Nevertheless a full duty will shortly be in place and the damaging effects of dumping supposedly counteracted. This "balanced solution" corrects injury, but allows maximum predictability for importers, said the Commissioner.
