摘要

It is of foremost interest to Hong Kong's textile and clothing (T&C) industry to maintain a credible origin system for T&C products claiming HK origin. The Customs & Excise Department is committed to upholding the integrity of this origin system so as to strengthen the confidence of our trading partners and ensure unrestricted access of our T&C products to these markets. We play the dual role of regulator and facilitator, suppressing origin abuses and facilitating legitimate T&C trade. To regulate, we have implemented a comprehensive and robust enforcement program to curb abuses. We conduct factory and consignment inspections to ensure origin compliance. To facilitate, without compromising enforcement, we provide an expeditious cargo clearance service, including goods exported and re-imported under an Outward Processing Arrangement (OPA) which enables HK manufacturers to produce HK origin T&C products at lower cost. We are able fully to meet our performance pledges in respect of these inspections.
