Hong Kong's domestic exports of clothing in January-September 2005 fell by 21.4% to HK$35,771.0 million out of total merchandise exports 1.4% up at $92,370.9 million. However the decline reflects less a loss of markets or competitiveness than a shift of production to Mainland China in consequence of the end this year of textile export quotas. The effective reimposition of "safeguard" quotas on Chinese exports by the EU and the US may well see a shift back to Hong Kong of production for export to those markets.
