摘要

The value of exports reported by gar-ment manufacturers was still rising by about 20% during the first quarter of 2003. But exports were ahead by less than 2% in the third quarter as the volume of production continued to fall. The higher value of exports apparently reflected higher prices due to rising production costs. But such steady rise in manufacturing and marketing costs has impaired the local industry's competitiveness on the world market. Quietly the big foreign manufacturers that were in operation in the Philippines for several years, some for a century or more have transferred their operations to other Asian countries, including China, whose cost of producing garments is much lower than the Philippines'.
