摘要

EPA plans to implement a performance based measurement system (PBMS) for environmental monitoring in all of its media programs, to the extent feasible. Current approval processes for alternative analysis methods are lengthy and have prevented speedy adoption of new innovations in monitoring technology. PBMS would give the regulated community greater flexibility in selecting appropriate analytical test methods. Under PBMS, the EPA would identify relevant performance characteristics of analytical methods and would specify quantitative performance criteria for each of those characteristics (e.g., for method precision and accuracy) without prescribing specific procedures, techniques, or instrumentation. PBMS would not apply to method-defined parameters (e.g., the toxicity characteristic leaching procedure under RCRA, the Resource Conservation and Recovery Act; five-day Biochemical Oxygen Demand under the CWA, the Clean Water Act; and airborne and stationary source particulate matter under the CAA, the Clean Air Act) or for situations where it would be impractical or cost prohibitive to define the property except by using a reference method.
