The Energy Policy Act of 1992 (EPACT) forced lamp manufacturers to discontinue fluorescent lamps judged inefficient. One lamp discontinued was the common F40T12 cool white fluorescent. Lamps such as the T8 and the modified energy efficient T12 are legislated replacements. Appearance of objects as they relate to visual evaluation and instrumental color measurement are examined with respect to the discontinued lamps and the energy efficient lamps now available. The changes brought on by EPACT have not resulted in a change to the "cool white" spectral power distribution. The cool white lamps now available will render colors in the same manner as the discontinued lamps.
