EPA held the third Presumptive Maximum Achievable Control Technology (PMACT) meeting for the textile printing, coating, and dyeing source category of hazardous air pollutant (HAP) emissions. The PMACT/MACT status, information collection request (ICR) or survey being developed for textile facilities, and incorporation of pollution prevention (P2) into the standard were discussed. The American Textile Manufacturers Institute (ATMI) MACT process workgroups provided an update on the information being compiled as input to the standards development process. Each group is collecting information to determine average HAP contents in typical chemical products used in textile manufacturing. They are also working with staff from member companies and experts outside ATMI on process boundaries, emission estimation methods, compliance options including P2 measures, appropriate MACT floors, whether current emission controls affect HAP, and emission testing recommendations.
