摘要

This review contains the Main Findings and Recommendations of the Development Assistance Committee and the report of the Secretariat. It was prepared with examiners from Canada and the Netherlands for the review meeting on 26 May 2004. The principal issues covered were: draw up a policy document setting out the strategic directions for the entire co-operation system, based on the achievement of the MDGs, make policy coherence for development an explicit goal of the French government, seize the opportunity afforded by the reform of the Institutional Act on Finance Legislation to introduce a transparent and multi-year budgetary process as well as results-based management, review the geographical selectiveness, adjust aid planning to respond more closely to the needs expressed by partner countries, undertake a more in-depth analysis of the effectiveness of various instruments of French aid and take on a more active role in the implementation of aid effectiveness principles in partner countries. This report is published on the authority of the Secretary-General of the OECD.
