The Obama administration is ratcheting down on criteria and hazardous air pollutants, at the same time that natural gas and renewables are becoming more abundant and less expensive. These factors could mean the eventual demise of the dirtiest but cheapest fossil fuel The United States is responsible for only 19 percent of global carbon dioxide emissions from fossil fuel combustion and major industrial operations. Clearly this country cannot solve the problem of climate change alone, yet if our nation doesn't lead the way an effective international response will not occur. This creates a policy dilemma. How can the United States provide leadership without an unacceptable adverse economic impact? The answer is that CO2 emissions can be reduced by focusing on cost-effective control of the electric power and transportation sectors. Roughly 40 percent of U.S. carbon dioxide is released by the electric power industry, and transportation releases about 31 percent of this gas.
