The U.S. Air Force Civil Engineer (CE) community is moving towards an asset management approach as the centerpiece of a broader CE transformation addressing all major functions and services. This transformation is driven primarily by a compelling and well-publicized mandate to recapitalize and modernize a rapidly aging aircraft fleet. One of the transformation goals is particularly ambitious: By 2020, achieve efficiencies to offset the 20 percent reduction already taken in installation support funding and reduce the Air Force physical plant on which money is spent by 20 percent. Clearly, achieving this "20/20 by 2020" goal requires a new way of doing business.
