摘要

One future aspect of maritime matters that is causing considerable concern is not so much connected with the ever-growing numbers of ships, but with those who operate the ships. Even the most pessimistic of forecasters - and there is no shortage of pessimism at present -acknowledges that despite some shipyards and shipping companies becoming insolvent, and orders being cancelled, we are going to see a growth in the world fleet.rnA problem which has been identified by IMO among others is two-fold. First, there is just not likely to be sufficient numbers of seafarers, particularly officers, to crew these ships. And second, with ever-tightening environmental and safety standards, the ships are getting more complex and need a wider range of skills from those charged with operating them. So not only are there not enough officers - those we have, and those likely to join the industry - in many cases have insufficient knowledge and training to operate the ships effectively and reliably.
