Public safety professionals in the United States have a sacred duty to uphold the U.S. Constitution, which includes the right to assemble and engage in free speech; law enforcement also has the incredible responsibility to protect the public and prevent crimes whenever possible. Managing civil unrest is complex, challenging, and sometimes dangerous work, and how the police and their public safety partners plan, prepare, train for, and staff these events can have significant implications on the budget, morale, legal liability, and perceptions of legitimacy and trust with the public. Historically, much of the focus for preparing for crowd management events has centered on training and staffing the operational or investigative functions, and communications has been completely overlooked or drastically understaffed. The Portland Police Bureau (PPB) executive and incident management teams have learned the significance of supporting and adequately staffing the team responsible for strategic communications to improve successful outcomes. The lessons learned are relevant to agencies of all sizes and can be adapted for other crises as well. An appropriately staffed and supported communications team is a resource multiplier and can have a significant impact on community trust and perceived legitimacy.
