In these challenging economic times, some fortunate law enforcement executives have been approached by citizens who are both interested in public safety and philan-thropically inclined. There are many anecdotal instances of police chiefs receiving offers from affluent residents to help offset the costs of agency resources such as vests for K9 dogs, supplies for mounted patrol officers' horses, or unusual department items such as ATVs. However, these kinds of offers often come with confusing and conflicting expectations and restrictions.
