EVERY five years the Office of Road & Rail Regulation reviews the expenditure, efficiencies and outputs of Network Rail, and sets the charges that the company may make to train operators to use such things as the tracks. The regulator has required Network Rail to bring in efficiencies over the control period to reduce its charges for the next period, but all this is accompanied by horrendously complicated calculations of what are fixed costs and what are variable ones - only chargeable when a train runs.
