The Government published its Hybrid Bill for construction of the HS2 line from London to Birmingham on November 25. With supporting documentation, it runs to 49,814 pages. By far the biggest bill ever presented to Parliament, it relates primarily to the impact the first phase of the high-speed line will have on the environment. There is a 56-day response period, but opponents of HS2 point out that in order to comply with that deadline, people would have to read and digest 890 pages a day, seven days a week!
