When Govia won the Integrated Kent Franchise, it aimed to achieve a substantial improvement in the Public Performance Measure (PPM) -the Government-preferred criterion that combines punctuality and reliability in a single figure. The baseline was unusual because the previous incumbent, South East Trains, had been publicly-operated following a decision to strip Connex of the franchise. Starting from an admittedly low ebb, South East Trains had created a favourable impression and managed to raise the PPM to a creditable 87.1 per cent. But the new Govia Southeastern was aiming at 91.6 by April 2009 and 93.74 by 2014. The means of lifting the PPM are now almost standard; working with Network Rail to minimise infrastructure delays, eliminating station overtime, targeting poor performing services. It is well-charted territory, but it's an uphill struggle if the basic timetable is defective.
