The deep blue water that Leif Erikson and later Christopher Columbus sailed centuries ago - thus connecting the New World and the mother countries - is the lifeline of cooperation between the continents. The transatlantic bridge is not one of steel, mortar or bricks, but one of ideas and ideals founded on democracy, individual liberty and the rule of law as outlined in the North Atlantic Treaty of 1949. NATO members must yet again prepare themselves for high-intensity warfare in the North Atlantic, as this Whitehall Paper demonstrates, but they must also prepare for lower-intensity maritime hybrid warfare of various complexities. The leaders of the US and other NATO navies must adapt their strategies, postures and tactics to the full spectrum of operations if they are to ensure continued dominance in the North Atlantic and elsewhere.
