V. THE UK AND THE NORTH ATLANTIC: A BRITISH MILITARY PERSPECTIVE

Britain and its military forces have historically maintained a significant interest in the North Atlantic in order to ensure freedom of trade, prosperity and connection to its empire, and continued to do so during the Cold War. The central role that the Royal Navy and Royal Air Force played there declined markedly from 1990 as the focus and doctrine of the UK armed forces shifted from countering the Russian threat to power projection beyond Europe's borders. Policy, doctrine and strategy since 2001 have continued to emphasise expeditionary operations as the driving force behind British military procurement and platforms, and have culminated in the UK concept of a Joint Expeditionary Force. This grouping of British military capabilities, underpinned by enabling networks and logistics, is constructed for fast, short-duration engagements on land. It is distinctly light on deep-water maritime capabilities, matched by a paucity of doctrine and concepts for fighting at sea. In short, the UK armed forces are simply no longer resourced or designed to counter a challenge from Russia, specifically in the North Atlantic. The shift in Royal Navy platforms away from underwater warfare towards a single expeditionary task group is less useful and relevant to the contemporary challenge of persistent, deep-water submarine hunting in the UK's backyard. Even if the political and military triggers to change that force design existed, it could not be achieved swiftly. Therefore, improving command and control, training, regional leadership and advocacy alongside emboldened partnerships is crucial. The UK cannot counter the Russian challenge alone. However, it can galvanise Alliance attitudes to the region and drive a more assertive strategy for this crucial theatre. It is a challenge worth confronting.
