An effective account of the Cold War from the Russian side and drawing on a wide range of archival material, this is a welcome book. It is clear, well-written and interesting in its assessment of Moscow's global interests. The focus on Soviet decision-making is especially helpful and permits a discussion of the relationships between structures and personalities and between strategic culture and ideology. Links with the outside world, whether Communist or not, were filtered through these relationships, which helped ensure mistaken initiatives and responses.
